if you know the last name, first name, and the city he live, go to www.yellowpage.com, click on the people page, search last name, first name and city, it usually give you a list of name, then try to narrow down to a small number of people. if you still not sure among a few of them, pay 30 a person to buy the information. You should be able to find it. Some have trail of where he lived before, if you know his history, you should be able to distinguish him from others with the same name. Good luck.
