I can understand your anger when this happens to you. However, as I never heard/experienced teacher report Mongolian spot to social worker; and almost all the teachers I know know about Mongolian spot, so, there are only two possibilities:

1) You or your kid said/did something made teacher suspicious of your child living in an abusive environment. You need to talk to the teacher to find out.

2) The teacher is not good. You need to switch school for your daughter.

Technically, the teacher did nothing wrong to report her suspicion. Most you can do is to report to school and get her fired based on her inexperience (if the school agrees with your view).

Wasting your time on changing the system does not help yourself nor your daughter. Not to mention, for lots of people, when regarding to child protection, it is better to err on the safe side.
