Case 1: a mother was drunk for several days, 2 of 3 her kids died of starving. If she had a neighbor called when kids crying was heard!
Case 2: a neighbor reported gun shot. Police came 30min later and found the gate to the house was locked. They did not go in. Several days later, it was found 6 people died in the house. Last 4 death could be avoided if the police came faster.

I'd rather people err on safety side. That is, I'd rather neighbor call police whenever they have worries.

I do agree that US is too lenient to criminals who commit real bad crimes, e.g., murder, drunk drive, rape.
