I was a building manager for a while and we have that policy. They rented the parking spot to you and it's your responsibility to take care of your rental. The same as your apartment, you should buy properties for your values; the management won't do anything in case of fire or theft in your home ... they have insurance to cover the building but not your properties...
another similar case is that to rent a car...you got to repair any damage not the car rent company...
