1) Did the HUD 的官員 email you from hotmail or similar? Check FULL email heads.

2) When you list on CL, did you publish your name/address so the HUD 的官員 can mail you document?

3) Is payment address a PO Box?

4) Contact the HUD 的官員 that the only payment method would be credit card since you're overseas which gives you no access in US currency. When your request is declined (most likely), sue him in violation of "fair payment act" :-)
