Car Accident - Wait how long to wait for my car repaired from th

Hi Everyone,
I had a car accident 2 more weeks ago, the lady hit my car on the side which gamaged the passenger and back doors when she was trying to make her right turn from a gas station.
Her insurance is Allstate, they dispute the police report which is clear it is her fault. Her insurance adjuster told me that she will need to contact the police and ask me to wait. I waited for another 1 week, she still told me that she has been trying to contact the police but could not.
The car is damaged so it is not safe for me to drive it every day, but apparently they do not care my difficuty but postone the decision since the lady's car has very minor damage.
Is there a policy or rule to force the insurance company to handle the claim timely? How can i protect my right if they just have me wait and wait? Can I at least do something to make the decision ASAP?
BTW, my insurance company told me they can fix the car for me right away if I ask them to take over the claim, but the rental car is not covered and I have to pay for the deductable first.
