File a complaint with BBB. We did.

We once rented an apartment in California, and the leasing company just sent us a letter and cited a few problems (although we spent a whole day cleaning it and it was in a better condition before we rented it) and refuse to refund our deposit. We filed a complaint at BBB online, and the company returned our deposit.
