Sue her again in small claims court. This time, you should bring a claim for "breach of contract," since you have a settlement agreement with her. You should also ask for "attorney's fees" (if you got a lawyer) and "prejudgment interest" (you are entitled to interest for her failure to pay you timely) as well.
Go to the local small claims court, file suit, and this time, I would say go ahead and go all the way to trial before a judge (it's easy, just like Judge Judy). Explain to the judge what had happened and (very importantly) show the judge a copy of the settlement agreement, and he/she should understand what happened. Since the other side already stiffed you once, the judge will not be likely to be sympathetic toward the other side.
Once you get a judgment from the Court, you can enforce the judgment yourself -- by going to the police. The police (probably constable) will enforce the judgment and collect the money for you (if the other side doesn't pay up).
