達人救我！被保險not in effect的車撞到：（

達人們，一輛車穿過雙黃線，撞了我左邊道的摩托車，然後摩托車被撞飛後又撞在我車上，車左邊全部爛掉。。。警察認定是那個人的責任，我也拿到了事故報告，但是給對方保險公司打電話，被告知對方的保險not in effect。什麽是not in effect？像這種情況，我怎麽索賠呢？另外，是摩托車撞的我，我可不可以聯係摩托車的保險公司，讓他們給賠付，然後摩托車保險公司再去找肇事車主或者他的保險公司呢？謝謝達人！
