鄰居的風扇攪得我們無法睡覺

樓上鄰居的風扇，不斷造成我們臥室低頻震動，攪得我們無法睡覺，幾乎被他們逼瘋。多次主動要求協商被粗魯拒絕。找了公寓房東協調，也隻能管用幾天，接著又開始。無奈中我們報了警，警察來看過後說他們的行為不構成犯罪，警方無法介入。我們該怎麽辦？可以告他們嗎？如果告，有多少勝算把握？通常訴訟費律師費會有多少？打官司費時費錢，不到萬不得已，實在不想走這一步。
