Based on what you said, it's very hard to get your money back theoratically. However, you may alway have a try.
1. Easy way: Read that application carefully to see if you can find anything saying you may withdraw your hold without losing your deposit under the circumstance they break the promise first.
2. Mild way: Make a good effort to talk/discuss/negotiate with them to see if you can reach somewhere.
3. Hard way: Get the sufficient evdence that can prove they break the promise first. Then go to small claim court to sue them.
Those are the only ways I can think of and I will employ them one by one accordingly if I were you.
