I quoted from a government website regarding on the appeal of medical bill payment.

"If your appeal is turned down and your insurance plan was obtained through your employer, contact your worksite’s Benefits Administrator. This person can provide you with information about your health plan. In many cases, he or she may be able to help persuade the insurance company to reconsider. If the Benefits Administrator is unable to help, you may seek assistance through a state or federal agency. If your health plan was purchased directly by you or your employer"


From my own experience, employer won't and has no reason to pay the medical bill because of hospital or insurance company's negligent act. In this case, if the employer pays the bill, employer will keep the right to sue the hosptial.
