From my experience, just cut the grass more frequently.

If you are too tired, hire somebody to do it yourself. My HOA sued an owner who built a big deck. The result is that each of us paid tons of HOA due; the guy went backruptcy (but still live in his house with two leased Mercedes). Lawyers are the only winner. During the process, I learned that normally, court will favor HOA.

What you can do is, take pictures of your lawn during the cutting. Send letters to other neighbors to show how unreasonable the current HOA is. Try to vote whomever in the board now out during next election.

(Trust me, your HOA is not the worst.)
