There is no way to sue police

The parking lot is private property. The police won't issue the ticket to both side. In general, it's up to both side's insurance Co. But if your insurance Co. pay for the repair for either you or other party, your insurance will go up next time. So just get car to be repaired if it's not that bad.

There is no way you can sue police for this kind of thing. Don't waste your time and money on that.
