Oath or Solemn Affirmation

Need to apply for Canadian passport, but no gurrantor. I have to fill PPT132. Anyone know who can sign the form for me? It said that it has to be Canadian Government reprensentive or US local offical. What US local offical can affirm my oath? Many thanks.
