Any help on vacation issue?

Came to USA in May, 2004 as a visiting scientist, and saw
the vacation accrued to 306 h in payroll stub on March 2006.
But vacation all of a sudden disappeared in payroll stub since April 2006,
(Previously I thought it reached the maximum accrul, just recently going to go back to China, and want to confirm it) three weeks ago
communicated with human benefit office through Department secretary,
just this afternoon the secretary told me I have no vacation according to what benefit office director said that visiting scientist could not
accrue vacation, and even blamed me for not immediately contacting her after vacation was removed.

I have a copy for University benefit summary effective from Jan 2006, which shows no vacation for short term Visiting faculty, and yet long term visiting scientist should be able to accrue their vacation month to month and year to year.

Human benefit office just removed my vacation without any notice, is that
acceptable?

I only took one day off during these years and just save vacation for backing to China some day, do you think it is possible to get the vacation back to me?

What kind of office I could go to contact? Can i directly contact President office?
