I think you meant BEEF JERKY.
Jerk Beef is a dish and you have to cook from beef. It is not something you can bring on aircrafts.

Most of the time, the Custom would let people go after they pay the fine. But you have to check and see if they marked anything on the passports. If yes, then it means trouble. If not, your parents are OK.
Those officers are not with immigration so it is unlikely that they would flag the passports in the system to affect future visa applications.
