IRA account 問題請幫忙

今年在file tax return 前如果開個IRA account,那這個帳戶應該是2006年還是2007年?我去年在4月開過一個IRA account,記得當時是開的2005年的(因為2006年報的是2005年的稅),但剛剛跟銀行打電話, 被告知當時開的是2006年的IRA account,這對嗎?
另外,我的銀行告訴我,我的銀行利息隻須向聯邦報稅,不用向州報,這對嗎?越來越糊塗了.
請指教!
