路邊停車超時,被給了張28塊的罰單.(加州)

今天去稅務局報稅,塞了1塊錢停車一小時,因為在窗口等的時間較長,出來時晚了5分鍾,收到了28塊的罰單.鬱悶.有辦法可以申請免罰嗎?在SAN JOSE DOWNTOWN.謝謝!沒有辦法就隻有交了.
