i ran into the similar issue b4, twice in fact.

in each case they sent me a letter claiming that I didn't pay toll fee at this time at this bridge and the fine for the violation was $7 (? don't remember the exact amount). But I did pay. So I wrote them a letter disputing the charge (that should be an address on your letter for you to respond to them if you decide to contend the charge) and asking them to review their viedo tape, which they should have kept in your case as well. and I never heard from them again regarding the issue. btw, if you decide to do so, make sure you make copy of your letter as well.
