Never heard this change before. In fact, J2 can only change to J1 before J1 got waived.
Also, J2 is a very good visa. You can apply for work permission. Then you can do anything in USA. Much better than F2 and H4. Why do you want to change other visa?
And if you change to J1, it means you need apply two J1 waive (1 for your J1 and another is your spounse J1).
