I had similar situation

I used a phone card then it was charged somehow as direct dialling. I called my phone company verizon. The problem was resolved in such way:
I pay few dollar as monthly fee to use their international calling plan. Then each minute is charged by that calling plan ( 10C or so). This way I save a big amount money. After I paid, I cancelled their international calling plan.
