You cannot get refund unless you were exempt from social security taxes and such taxes were withheld incorrectly.

However, if the individual is from a country with which the US has a social security agreement, he or she may be able to use work time in that country to obtain a partial US benefit under the agreement totalization formula. China does not have such an agreement with the United States.

If you have worked long enough in the US to have the benefits vested, you can get the social security benefits when you retire subject to certain restrictions. See http://www.ssa.gov/pubs/10137.html
