The first time is informal hearing. If you said "not gulty", and the judge don't agree. then, you could request a formal trial. That's your case.

If you are still found gulty, the punishment should not be worse in any case.

The policy may not want to go to the formal trial also. In my case, the policy asked me to settle down the case when we were waiting in the trial. So, we negotiated a deal and the judge was fine.
