They will charge your credit card directly plus an administrative fee if you don't pay for it. You can, of course, change your credit card number after you have returned your car. They, however, can still get your address information from the rental company and send you a bill. So, pay it.

BTW, it will have no impact on your ability to get in and out of the United States.
