stp, plz don't give wrong advice any more. jameswang, my answer: it denpends. you have to look at state real property law and check what it says abt landlord&tenant rights and liabilities. For example, in NY, one option is you can buy the heat by yourself and deduct from your monthly rent, provided heat is included in the lease agreement. It might have notice requirement before you take self-help. But Landlord can not evict you because, in most states, relaliatory eviction is prohibited.
