NO. You can request for it or petition for it but you do not have the right to order them to do it.

第二，校車的保險如果包括私人物業，是否會比較貴？
Of course. And most insurances won't cover anything like that. Even if your own vehicle insurance won't cover if you drive into/onto some private properties. One entreme example is that you drive into someone else's farm where there is a sign says "private property, no trespassing", then you are violating several laws and no insurance will cover any losses.
I am sure it is written in your policy. So it is the same logic for the school bus.
