Dear Commissioner:
After the refusal of my revision, I made a few calls to have explanation for the reason of this refusal. Since I never able to meet you in person, and your assistant also unable to answer for you, then I stocked. With the information provide by your assistant, which mentioned to me that the next step for me is go to Quebec Ombudsman.
And the response letter from the Ombudsman also arrived yesterday, which stated that the Ombudsman has no jurisdiction over to the MUC Police and the Police Ethics Commissioner what so ever, and they don’t understand why your department sent me to the Ombudsman instead try to solve the problem with MUC Police?
Yesterday I had a chance spoke one of your assistant Mr. Jean Labreche, because the same as mentioned above that Mr. Labreche can’t answer for you, and he suggest me to request the commissioner to response my questions in written since he also agreed these are very good questions:
1. Why the commissioner never look at the fact, even never mentioned on every refusal letters for those facts I mentioned from the complaint, the revision and the revision additional, instead just use same code simply reject my request?
2. Does the commissioner ever look at the point of the case turned worst like mine, how could the justice system continually encouraging citizens to cooperate in order to protect the public?
3. Does the commissioner believe that is right for the MUC Police refused to correct their mistakes made to their citizens especially MUC Police is the important of the justice system for the society to keep safe with fair justice?
4. Does the commissioner did look at the two major issues I mentioned on the revision additional letter before he makes up his mind from accepted switched into refusal again; and why the commissioner never want to face those two of major issues?
5. Does the commissioner did pay closer attention the reason why I unable to complete my complaint process because of my health condition, and the negative experience with your department in the past?
6. What is the reason made the commissioner changed his mind and refused again even the commissioner sent to me the response form and my opinion if I agreed to have a further discussion with MUC Police in person under the Police Ethics Commissioner supervision?
7. Is there involved with discrimination for my request since I am not a pure Canadian, don’t speak French, living with life disabilities? Otherwise how those worst cases could just happened to my kind people?
8. If all the refusals were nothing involved with mentioned above, then what is the main point caused the commissioner changed his mind?
Since Canadian society believes it’s almost impossible turned the worst situation like my kind people, then I am wondering if the commissioner ever thought in this way before his duty.
