How to get 買房委托書

How to get 買房委托書? I am not in China now. I need ask my brother in China to buy a apartment in China for me. Do I have to go to中國領事館/大使館 by myself? We don’t have local中國領事館/大使館 here. I asked one travel agent for me. They asked for $100 fee for that. Do I have other option? Can I mail the form to 中國領事館/大使館
by myself. Thanks for your information.
