You can send your 國內作的親子關係公證 again as your birth certificate. For your both parents, You need to get 出生公證 (origianls with English translation) for both of them at 國內, just like your 親子關係公證. If you think a little deeper, you would realize that such documents are required for all immigrants without exception for old parents. After your parents get nationalized, they can hypothetically sponsor others to immigrate too. INS needs these information in case that your parents become sponsors. Remember INS will not bend the rules for you and you just follow their instructions if you want to get things done.
