apply in the US. same rule applies in China, it depends on their jurisdiction. for example some has to apply their visa in Shanghai, some has to go to Beijing. you can apply visa where you want in China.

the French consulate in US accepts only applications from US long term residents (GC, H1/4, J1, F1/2...), of cause the definition of resident is different here.
