diffrent city has different procedures

You need to go to city hall to find out the procedures. Some city is very easy, just fill out the paper and you got the permit. Some city has a lot of restrictions. In some extreme cases, such as in San Francisco, there is a law limit the number of licenses. Thus the only way to get one is to buy one from someone else.
