碰到不講理的樓上鄰居該怎麽辦？

我們家樓上剛搬進一個鄰居 腳步聲非常重 從午夜到淩晨不停的製造噪音 令我們無法正常睡眠。向rental office反映也沒用。想搬出來，得交2個月的房租$1800才行。真的很痛苦。誰能有什麽好的建議嗎？多謝了！
