My personal experience

My car had minor damage by a store when it was new. The company refused to give out their insurance information, insisted that I use a repair shop they always use and then they'd pay the bill (very much like your neighbor). When I called the manager, he said there was no room for negotiation. If I wanted things my way, sue him. I did (in small claims court). They lost.They were ordered to and did pay me the estimated repair amount.
