I cannot be sure that the Family Court takes divorce cases. It seems to me that the family court deals with child custody mostly. I would suggest you try the Supreme court first. Don'd be fooled by the name "supreme" court, which is actually the lowest court in NY state. The highest court is called the Court of Appeals.
