I don't think your employer was right when telling you that you cannot exercise the options due to the fact that you are not a citizen or PR. However, to be 100% sure, all you need to do is to read the original contract. I know it is painful to read any type of contract because it is draft in a way so hard to understand. However, the contract provides the information you are looking for.
