Each city/county should have committee for landlord's right, as well as committee for tenants' right. Your case is not very unnormal.

Google on-line for your local tenants' right committee, there are many many detailed regulations deal with almost everything in moving in/out: wall paiting, carpet, kitchen, bathroom, ....
