On Nov. 20, 2003, Mr. Yates, the director of BCIS issued a meno concerning the RIR process. If the position requires a master degree or bachelor plus 3 years experience, the LC can use the RIR process. Because people almost always use RIR nowadays, RIR is no longer quick, therefore, the government wants to control the situation.
I assume your position requires at least a master degree. But LC is employer sponsored, the application package needs to be signed by people in your school or international office. Suppose your international office does not care how you get LC, a good lawyer can find appropriate ways to handle your case. If your position also includes teaching duties, you can get LC by special handling which is very quick, much quicker than RIR.
