1.) police report only documents the scene of collision/accident, it is up to the judge to determine who's fault it is in the court of law. Police report bears no judgment nor responsibility of the accident.
2.) If you hit some car from behind, most likely it is your fault and will be penalized one or more point if found guilty by the judge. Any moving violation (including driving without lights on at night) will most likely cause at least one point in your DMV record, thus your insurance rate will go up.
3.) One traffic school per every 18 month for all moving violations. If you have multiple moving violations within 18 month, you only can go to traffic school once to remove that "point", of course, you can go every time or as much as you like, but it will have no effect.
4.) when having accident, call the cops, take pictures (if available), exchange ur license and insurance info and then contact ur insurance agent ASAP. And if you sure it is the other side's fault, find a lawyer and a doctor, they normally don't charge you until a claim has settled. If it is your fault, your insurance company will take it care for you w/ deductibles, but your rate will definitely go up.
