About OPT-h1 problem,EMERGENCY

What kind of company can be sponsor of H1 visa?
Is there any requirement as minimum employee, minimum length of the company's business?
I'm working for a new company ,which had its business for no more than 3 months. But its corporate company in china is a big company, which had business for more than 5 years. Is this company good enough to be my sponsor? Where can I find the law/document about the requirement of the company?
