The seller's agent only represents the seller, you donot have to have an agent. If the seller already signed a contract with hhis agent, I do not think he can get rid of his agent and sell you the house (so called "sell by owner").
Because the seller have to pay 3% to both agents, so what you could do is asking the seller drops the price by up to 3% if you do not selectany agent.
