You do not have to prove you are innocent, Citi HK has to prove you are guilty. The law applied should be HK laws.

The key here is whether Citi-HK has the right to froze your account due to a letter from a US DA. Your HK lawyer said Citi-HK 'yue4 quan2'. If this is true you have your case.

Overall you handle the issue in the right way, you just spent some extra money on hiring US lawyers. But the US lawyers may not be helping US government to intimidating you, they may simply think it is a good strategy to let 400,000 be frozen instead of a lengthy lawsuit.

In fact if you are doing imp/exp business in Africa, a British bank (HSBC or others) could be better, they have large presence in former British colonies. If your partners are in French Africa, then a French bank maybe better in serving you.
