Did your friend check the lease to see if there were policies stating in what situations terminating lease prior to lease ending date is permitted? I know a lot of apartments allow you to terminate lease with shorter notice if you are moving to more than 50mi away due to job change.

Either way, your friend can always ask the rental office what policy states the 'late notice penalty'. If there is realy such policy, he'll have to pay.

Also, if he relocated because his company asked him to do so, he may be able to request his company to cover all or part of this fee.
