幫忙看看，我們是否符合treaty?

我去年3月從德國博士畢業，來美國做博士後h1b，不知道自己是否符合treaty，有的人說符合，有的人說要從國內直接來的可以，可我是中國國籍。難道必須從國內直接來的才符合treaty，希望明白的人指點一下！謝謝！
