I do not know PA law. I guess, you can seek a divorce decree from either a Chinese court or a local court. Of course, the local court is more convenient for you. But a problem exists with serving your hu*****and with the process (complaint and summon), which is required by the due process doctrine of US constitution and state constitution. The direct delivery from the US is not recognized by Chinese court.
