When you said they stayed for 11 months, did you mean they stayed total of 11 months, including the 6 months given to them with their original visa? Or they stayed extra 11 months after their I94 has expired?

If they stayed 11 EXTRA months, they will not be able to come back to the US for 3 years, so they'll need to wait until that 3-year period is over to apply for visa again.
