關於eligible student

ｉｒｓ中關於檢測一個學生是否是ｑｕａｌｉｆｉｅｄ　ｓｔｕｄｅｎｔ，有一個標準：Did the stduent complete the first 2 years of postsecondary education （freshman and sophomore years in colledge) before the beginning of the tax year? If yes, he is NOT an eligible student. 我很不明白：我們都是早就在國內讀完本科的，那麽是不是就不能算學生來apply education credit 呢？
