被人欺負了

有一事想向大家請教.
我妹妹有一COOP APARTMENT,住了大概3年了.一直與鄰裏相安無事.她這周五搬家搬到新的房子去.
事情就發生在搬家的過程中.MOVER是使用BUILDING的後門,為了方便,他們放了個箱子在門邊支著門.這時候一白人婦女從街上衝進來,對我妹妹又嚷又叫, 說她是VP of the COOP Board,說我妹他們開著門put building in danger.. 我妹跟她解釋她不知道而且並不是故意這麽做的. 她不僅不聽我妹的解釋,反而說要扣我妹$500 security deposit. 我妹就沒理她,把門關上後,就繼續搬家去了.沒過一會兒,這位VP又跑出來對我妹妹又嚷又叫,說我妹APT裏有過裝修,沒有經過COOP BOARD的同意.我妹都驚呆了.這個APT從她買了後,沒改動過任何東西.就又跟她解釋.誰知VP卻說以前的OWNER的事情她沒逮到,現任的就要負責.要FINE我妹$1000. VP接著又威脅到她會找更多的理由罰我妹. 我妹覺得她太無禮取鬧了,把她涼在了一邊. 在快搬完的時候, 這位VP和她有許多刺青的丈夫又跑了過來.她拿著她的丈夫的ID badge再我妹晃了兩下說要我be serious, 又說MOVER把大門磕碰了,要我妹負責.而且又威脅我妹說如果不跟她友好,她一定會阻撓我妹賣這個COOP. my sister asked them show her the ID, she refused.我妹被它們騷擾的不知如何是好,哭著給我打電話.我聽到後,讓我妹妹去找了Building manager and filed a complain.
今天我們寫了一封書麵的投訴信給另外8位coop board members (9 of them in total) and building manager. 請教各位如何才能合理地教訓一下這位VP,並把我們的security deposit 拿回來. 需要請律師出麵嗎? 實在是咽不下這口氣,太欺負人了.
