Whom should I contact? The city coucil or congressman

I think it's the city council who gave permission to have the cameras installed. The congressman is the one who just got involved in a political fraud. Another nice demoncrat congressman represents the district I work in but not where I live. Should I go to him? I really don't like the one for our own district. He's republican.
