1.Tell the mamager you'll sue them unless they return the deposit.

2.If he/she still put off with any reason,find out the
address or phone number of small claim court in your location from yellow page,then sue them there.The staff of the court would like to tell you the procedure.( The rules & procedure have a bit of difference in difficult state)
